Present:         Chairman Linda Auger, Commissioner Kevin Tominey, Commissioner David Wood, Commissioner Beverly Evans, City Planner Greg Schindler, Assistant City Attorney Ryan Loose, Assistant City Engineer Shane Greenwood, City Recorder Anna West.

REGULAR MEETING

        

I.   GENERAL BUSINESS

 

A.     Welcome and Roll Call

 

Chairman Linda Auger welcomed everyone present. She noted that Commissioner Paul Pugmire is excused and will not be attending tonight.

 

Chairman Linda Auger welcomed Scouts present from Glenmoor Troop 1629 and had them introduce themselves.

 

B.     Motion to Approve Agenda

 

Commissioner Beverly Evans motioned to approve the November 24, 2009 Planning Commission Agenda. Commissioner Kevin Tominey seconded the motion. Motion passed unanimously in favor, with Commissioner Paul Pugmire absent.

 

C.     Approval of the Minutes from the Meeting held on November 10, 2009

 

Commissioner David Wood motioned to approve the November 10, 2009 meeting minutes with one correction. Commissioner Kevin Tominey seconded the motion. Motion passed unanimously in favor, with Commissioner Paul Pugmire absent.

 

II.   INFORMATIONAL ITEMS AND OTHER BUSINESS

 

A.     CALENDARING ITEMS

City Planner Greg Schindler said they are still waiting for a decision on the December 22nd Planning Commission meeting, whether to cancel it or not. It was decided that they would make that decision on the December 8th Planning meeting.

A.1.      File #SUB-2009.40, Preliminary Plat for Daybreak Village 4A Multi Family #1 Subdivision, amending and extending Daybreak Plat 4A-3, located at approximately 11140 South 4870 West, Kennecott Land Company, (applicant).

 

City Planner Greg Schindler reviewed background material on this item. Kennecott Land is proposing to divide six existing alpha parcels within the Daybreak Plat 4A-3 subdivision into 19 townhome lots and also to add approximately 2.72 acres to the subdivision that will include 6 Townhome lots, one park lot and 4 additional parcels that will be further divided at a later date.  The proposal is located within the Garden Park Village (Active Adult Community Area) north and west of the Rio Tinto regional corporate center. Up to this point, only single family detached homes have been approved and constructed in this area. These townhomes will be the first attached housing in this village. Staff recommends approval with the following conditions:

 

1.      It is understood that unless sufficient on-site parking is provided, only single family townhome residences and home occupations in accordance with Title 17.98 of the City Municipal Code will be permitted on the lots.

2.      That all South Jordan City Engineering, Planning, Public Works, and Fire Department requirements are met prior to final plat approval.

Gary Langston, 4700 Daybreak Pkwy., South Jordan (Applicant for Kennecott Land Co) – said he had nothing to add to the material presented.

 

Commissioner Beverly Evans asked Mr. Langston about having sufficient on site parking.

 

Mr. Langston said yes; I don’t have the numbers but it is consistent with other areas in Daybreak we have done in the past in terms of the unit size.

 

City Planner Greg Schindler said that is why we have limited it to only single family townhome residents and home occupations. If by chance they wanted to have some of those units be live/work type units, they would require additional parking on site.  There is sufficient parking for guests and single family residents, which these are.

 

Chairman Linda Auger opened the Public Hearing to comments. There were none. She closed the Public Hearing.

 

A.2.      Potential Action Item – (See V. A.1.)

 

Commissioner Kevin Tominey made a motion to approve File #SUB-2009.40, Preliminary Plat for Daybreak Village 4A Multi Family #1 Subdivision, amending and extending Daybreak Plat 4A-3, located at approximately 11140 South 4870 West, Kennecott Land Company, (applicant). Commissioner David Wood seconded the motion. Roll Call Vote was unanimous in favor, with Commissioner Paul Pugmire absent.

 

B.1.      File #SUB-2009.43, Preliminary Plat for Daybreak University Medical #1 Subdivision, located at approximately 5200 West Daybreak Parkway, Kennecott Land Company, (applicant).

 

City Planner Greg Schindler reviewed background information on this item. Kennecott Land is proposing to divide 12.9733 acres into five commercial lots northwest of Grandville Avenue and Daybreak Parkway. The site is located immediately west of the TRAX terminal and south of the Daybreak South Station TRAX park and ride lot. Future development of the proposed lots will include a hospital and associated medical uses including a helipad. Phase I of development is proposed to include a medical building that will possibly include an emergency center, medical offices and adjacent helipad. Regardless of the uses proposed after the plat review, the site plans will also be reviewed by the Planning Commission in order to receive public comment.  Staff recommends approval with the following conditions:

 

1.      That all future development of the lots will be reviewed by the planning Commission following City Site Plan Review procedures.

2.      Subdivision of the property does not guarantee the approval of encroachment permits for each parcel granting individual driveway access from the street. Access and driveway locations to each parcel will be considered at the time of site plan review.

3.      That all South Jordan City Engineering, Community Development, Public Works, Parks and Fire Department requirements are met prior to final plat approval.

 

Gary Langston, 4700 Daybreak Pkwy., South Jordan (Applicant for Kennecott Land Co) – said he would be happy to show the architects materials to be used. He said essentially this will be a small scale hospital.

 

Commissioner David Wood asked who will be the owner/operator of this facility. Mr. Langston said it will eventually be the University of Utah. Commissioner Wood asked if TRAX will be utilized for this. Mr. Langston said yes.

 

Chairman Linda Auger opened the Public Hearing to comments. There were none. She closed the Public Hearing.

 

B.2.      Potential Action Item – (See V. B.1.)

 

 

Commissioner David Wood made a motion to approve File #SUB-2009.43, Preliminary Plat for Daybreak University Medical #1 Subdivision, located at approximately 5200 West Daybreak Parkway, Kennecott Land Company, (applicant).  Commissioner Kevin Tominey seconded the motion.   Roll Call Vote was 3 to 1 in favor with Commissioner Beverly Evans voting No and Commissioner Paul Pugmire absent.

 

Commissioner Beverly Evans said there is already a hospital in Riverton that will be in competition with this facility.

Commissioner Kevin Tominey motioned to adjourn the November 24, 2009 Planning Commission meeting.  Commissioner David Wood seconded the motion. Motion was unanimous with Commissioner Paul Pugmire absent.

 

 

The November 23, 2009 Planning Commission Meeting adjourned at 6:45 p.m.
